		<description>Let me preface this by saying I don&#039;t know anything about city government or what&#039;s involved in setting up citywide wifi.  My question is, though, why does Google/Earthlink need buy-in from city government to roll out wifi?

Is it a taxation issue?  Health issue?  Is there a specific ordinance standing in the way?</description>
