		<description>the 3 laws are irrelevant unfortunately.  As drone planes etc. get smarter and pre-programmable the line between robot and human actor shrinks.  Is a cruise missile or drone capable of &quot;choosing an optimal target&quot; that far away?  A device making a choice involving lethal force is very likely in the theatre of war.  Most likely this is already in place.

Unfortunately the 3 laws assume a nice anthropic model of a device making choices involving people.  Most early &quot;robots&quot; will evolve from devices performing simplistic functions with emrging decision making behaviour.  Some of those simplistic functions already violate the 3 laws and thus the complex heuristics added to the devices would mean the laws are violated.</description>
