Current limitations of the Web seem to force a situation where it is an all or nothing proposition. Enterprises like the control of centralized and yet so few people actually follow the processes that would make this approach work. We should put our project files on the M drive deep within the corporate intranet, but do we? We should all update the centralized project management Web service, but will we?

Totally agree SOA will undergo decentralization. It could end up being the best of both worlds.

I think there are two issues here related to ECM: the centralization/decentralization of the content itself, and of the tools with which it can be consumed or processed. You are right that in general the tools for consumption have been too monolithic and centralized.
In my view however, the centralization of the content is a critical enabler for the kind of enterprise mashup applications that you are focused on. Search is not enough because generally it doesn't allow people to actually do useful stuff like modifying the content, changing its state or putting it into a workflow - or at least not in a way that meets enterprise requirements for security and accountability. Centralized ECM repositories meet these needs, and if they are also equipped with flexible, open web service APIs (as many increasingly are) then they also offer the possibility for the decentralization of the applications. And for this I think there is huge demand.

With regard to the last 2 statements (ITBizEdge and yours): aren't Web and SOA not exactly the same, but not completely different either? What I am trying to say here is that both statements are valid.

SOA is -in my view and this point in time- a force for centralisation, whilst most of the web works the opposite way. In the future though I think SOA will undergo stages of decentralisation.

The whole of IT is going permanently through centralisation and decentralisation phases. In my view this will never stop and is down to progress, security, control, costs etc of processing and storing data.
