		<description>I actually think its a good idea that Harry&#039;s money got reallocated.  In that way the company can get more leverage out of the its program dollars by shifting it to where its needed most.</description>

		<description>I used to sell to municipal and state governments and federal agencies. They had an annoying habit of not wanting to spend any money until their 4th quarter, and then to spend it all in a big rush, often foolishly. As I recall, the good time to see a Federal government buyer was in October, reight before the end of their fiscal year. I agree with Rob, this wasteful way is ridiculous. We need open-source government!</description>

		<description>The government is just as irresponsible, but sometimes in the other way.   About 10 years ago, I was given responsibility over my first budget of about $300K as a junior officer.  I took all of this &quot;duty to the taxpayer&quot; stuff seriously and my goal that year was to run the ship better than ever before, but at a lower overall cost.  Ended up doing that and being about 20% under previous budgets.  When it came to the Q4 review, instead of being congratulated, I was warned that my performance report would be impacted if I didn&#039;t spend that money in the next four weeks. 

When I think about that as a civilian taxpayer now, I&#039;m livid.  The 20% savings equated to about $60K.  Based on median income, that is roughly ALL of the federal tax paid by 3 people ... which was spent so it wouldn&#039;t be lost the following year.  

The budgeting process is never easy and many government agencies uses a historical spend based budget planning process.  Whatever you spent last year, must be what you need to spend this year.  It&#039;s why I seldom believe that tax cuts will be as painful to government agencies as some make them out to be.  

I don&#039;t think there is a simple answer in the corporate or government sector, but click through line item visibility is one necessary ingredient.  Right now it&#039;s a bear to pull out allocated and spent money in many places.</description>
