Its beyond the Dupes and the special interests of SF that cause this degrading problem. I agree, this is an important component but is downstream to additional problems with what is the "business of education delivery". With tenure programs for the non-motivated to "new educational theories" such as small learning communities or my personal favorite of allowing the child to dictate how and what to be lectured.

Private and home based education programs are or should be growth areas in SF. Alternative energy investments for VCs is a good thing, long term, but what about california's school system as a portfolio? This “perplexing” problem is not that perplexing if the city would talk to their customers. Instead they chose to talk to other cities, the heavy handed teachers union, and spending more money on studies, as if a magic formula exists elsewhere. I too will be moving like the others in the article, not for a yard, not for more space, or safety, but solely and only because my voice as a “middle class” family is all but gone in SF.
