		<description>That&#039;s because the European approach to technology innovation is to wait for government to fund a research institute or better yet, do another study on competitiveness. The interesting European deals, e.g. Skype, rely on funding from U.S. investors (Danny Rimer being a notable exception here). Something like 60% of all the buyout deals in the EU are being done with U.S. capital, and German politicians resort to calling these investors &quot;locusts&quot; for trying to bring about market based reform for fat and slow companies. 

Not all is grim, there are some really cool deals coming out of eastern Europe and the UK continues to be a center of activity. I, and many others, think that the best thing the EU could do is just get out of the way and let things happen, unlikely as that may be.

I would also be remiss in noting pointing out that SAP Ventures man in the EU, Paul Jozefak, is always on the prowl for interesting tech deals!</description>
